Born in 1983. Director and Representative Executive Officer of Chiba Eco-Energy Co., Ltd. Representative Director of the General Incorporated Association Solar Sharing Promotion Federation. Executive Director of the General Incorporated Association Japan PV Planner Association.

He completed the doctoral program in Public Research at the Graduate School of Humanities and Social Sciences at Chiba University, becoming the first person in Japan to be awarded a Doctorate in Public Administration for his research on renewable energy policies in local governments. His specialties include energy policy, public policy, regional policy, and agricultural policy. In October 2012, he founded Chiba Eco-Energy Co., Ltd. as a university startup, engaging in regional revitalization projects using natural energy sources such as solar power, small-scale hydroelectric power, and biomass. Since 2013, he has been working on agrarian solar power generation (solar sharing) and has over 450 consulting achievements both domestically and internationally. Since 2018, he has expanded into the agricultural sector, working on decarbonization of agriculture and rural areas through vegetable and fruit cultivation on his company's farms in Chiba Prefecture, as well as agrarian solar power generation. He serves as a member of the Yachiyo City Environmental Advisory Committee and as a member of the Chiba City Special Committee on Global Warming Countermeasures.
